Highlights from the Nov. 1 city council meeting:
Presentation
Teck Trail Operations General Manager, Thompson Hickey and Manager of Public Affairs and Commercial Services, Richard Deane, provided an overview of Teck Trail Operations 2021 community engagement.
Health and safety
Council approved amending the city’s five-year financial plan to support an enhanced corporate health and safety program and the hiring of an exempt health and safety specialist position.
Council received an update on the City’s Communicable Disease Prevention Plan which outlined the operational measures taken by the City to mitigate the risks of COVID-19 in the workplace.
Council meetings
Council reviewed the regular council meeting dates for 2022 and they will be considered for final adoption at the Nov. 15, regular council meeting.
City hall holiday closure
Council reviewed a report from the manager of corporate services to seek council authorization to close City Hall on Dec. 29, 30 and 31, 2021 during the holiday season. The closure will be considered for final adoption at the Nov. 15, regular council meeting. Operations such as snow clearing will remain active during this period.
Rural economic development service
Council authorized the mayor signing a letter to the Regional District Central Kootenay requesting that the city re-join the Rural Areas I & J Economic Development Service as a full participant to fund the Castlegar and district economic development strategy.
Grants
Council considered submitting a funding application for up to $15,000 to the Department of Canadian Heritage – Celebrate Canada Program to support 2022 Canada Day celebrations. This will be considered for final adoption at the Nov. 15 meeting.
Bylaws for consideration
Council adopted Procedures Amendment Bylaw 1363 to allow electronic meetings and expanded electronic participation for councillors, staff, and the public at council meetings when the city returns to in-person meetings. It also allows more flexibility for councillors when they need to participate remotely.
Council approved amendments to Columbia Avenue Phase 2 Loan Authorization Bylaw 1348 and Temporary Borrowing Bylaw 1349 prior to adoption to reduce the requested borrowing amount.
