I'd just like to add a comment that a $368 fine and vehicle impoundment for a week is not a significant enough penalty for a conscious decision to drive at almost twice the speed limit! If we want to stop excessive speeding the penalties have to make a lasting impact!

When someone is doing 15 to 20 km/h over the speed limit, especially downhill in the highway, that is speeding, but not excessive, and can happen unintentionally but 105 km/h in a residential area with a 60 km/h limit is a conscious decision to speed dangerously fast.
